He was one of Snake Head officials.
He surprise attacked Harumichi Bouya alongside Ooshima Tomoyuki and Shiga Yukio and kidnapped Tamasu Tsuyoshi.
On the first full confrontation with P.A.D. he took down injured Parko. Later he kidnapped Tamasu again to lure the remaining members of P.A.D., they met with Suzuran freshmen and he got Zetton down.
Tetsuji was the strongest among oficials and knew about Hacchou plan to take Jinnai down. Jinnai called him to ask what he would do. Tetsuji said he only respect strenght so after fighting against Jinnai and losing he swore to follow him till the end. After Tetsuji becoming loyal all the other officers followed him.
On the last battle he faced Bouya but lost.
After Jinnai's death he swore to take on his dreams and rise to the top of the underworld.
Bouya ranked him as the fourth strongest fighter he faced, alongside Kiiko.
