Zenmei and his younger brother Koumei are know as the Arson brothers. They both become feared and well know in the town after setting fire to a police station while still in mid school. Zenmei was arrested for robbery, assault and rape.
They were working hard to pay their fathers debts when they got a proposition from Hisashi Amachi, he would pay their fathers debt if they worked for him as his thugs.
Zenmei was hired to kill Hanaki Guriko.
During his time in juvenile detention he took the Naitou brothers under his wing, they would later help him in his quests.
After losing to Guriko and realizing he was no match for him he decided to quit this life and started working on a factory. He told the Naitou brothers they should follow Koumei for now on.
