Kougami Toshio

He was a member of the Kuzuryuu group and right-hand of Kuzugami Tatsuo.

After Tatsuo's rebellion he travelled with him to Toarushi to try to buy time and talk things out with the Manji. while there he got a call from Akazawa Youichi, an old acquaintance, who wanted to hire them to hunt down the New Four Kings.

Tatsuo trashed Takeda Kousei and King Joe, Toshio wanted to leave the town when Zetton came after them, Zetton got beat but said Harumichi Bouya would beat Tatsuo.

In fact what Toshio and the officers of Manji didn't like about Tatsuo is that he was too strong and never met defeat, that he was unexperienced to lead cause of that. Toshio put his hopes on Bouya, who challenged Tatsuo to a fight. The Gejigeji brothers who were hunting Tatsuo jumped on him before he could get to Bouya and the fight had to be postponed.

On their final fight Toshio secretly called Nakanishi Chouji and Inou Hidejirou to watch. After Tatsuo met defeat Inou asked him to go back to Tokyo. To make up for his rebellion, Tatsuo disbanded his group on his own will and created a new one with Toshio placed in the lowest rank of Manji Empire, he also called the Gejigeji brothers to join him. Toshio would later become the next head of the Kuzugami group.
Shimoji Koutarou said that Toshio doesn't shine near Tatsuo, but he is a gutsy and handful fighter.
